China VAT Invoice Management Services
Finerise provides professional China VAT invoice management services to help businesses comply with the latest VAT regulations. Proper handling of official tax invoices (commonly called "fapiao" in Chinese) is essential for VAT deduction, cost recognition, and audit defense.
[1] What is a China VAT Invoice?
- - A China VAT invoice is an official tax receipt issued by businesses registered for VAT in China. It serves as proof of a transaction for both the seller and the buyer.
- - For buyers, a valid VAT special invoice allows the deduction of input VAT against output VAT.
- - For sellers, issuing an invoice is a legal obligation when taxable revenue is recognized.
- - China has largely completed the transition from paper invoices to fully digitalized e-invoices (全电发票), which have the same legal validity as paper invoices.
[2] Main Types of VAT Invoices
- - VAT Special Invoice (增值税专用发票) – Used for B2B transactions between general VAT taxpayers. Enables the buyer to claim input VAT credit.
- - VAT General Invoice (增值税普通发票) – Used for B2C or non-deduction transactions. Does not support input VAT deduction.
- - Fully Digitalized E-Invoice (全电发票) – A single-copy electronic invoice with the same legal effect as paper invoices. Categories include special invoices, general invoices, and business-tagged invoices (construction, transport, real estate, etc.). Digital invoices use electronic signatures instead of physical stamps and have a 20-digit unique number nationwide. As of 2026, fully digitalized e-invoices are the standard for most newly registered taxpayers and have been rolled out across all provinces.
- - Other specific invoices – Motor vehicle sales unified invoice, second-hand vehicle sales unified invoice, railway e-tickets, air transport e-ticket itineraries, etc.
[3] Key Compliance Requirements (Updated per 2023 Invoice Regulations)
- - Timely issuance – Invoices must be issued when revenue is recognized or when payment is received, whichever occurs first.
- - Accurate information – All invoice details (buyer/seller, product description, quantity, amount, tax rate) must match the actual transaction. Since 2023, the invoice items must be fully itemized; vague descriptions like "office supplies" are no longer acceptable.
- - Authenticity verification – Before using an invoice for deduction or accounting, its validity must be confirmed via the National VAT Invoice Verification Platform. For digital e-invoices, verification is automated through the tax system.
- - No invoice stamp required for digital e-invoices – Digital signatures replace physical stamps; buyers cannot reject digital e-invoices solely because they lack a stamp.
- - Red-ink invoices (credit notes) – Required for sales returns, invoice errors, or cancellations. For fully digital e-invoices, the red-ink process is largely automated within the electronic tax platform; for paper invoices, physical red-ink procedures still apply. In all cases, the original invoice must be accounted for and the red-ink invoice must correspond to a valid reason.
- - Record retention – Digital e-invoice source files (PDF, OFD, or XML) must be kept for at least 30 years. Screenshots or printouts alone are not sufficient for compliance.
[4] Common Risks and Penalties
- - Issuing invoices without a genuine transaction (虚开发票).
- - Obtaining invoices that do not match the actual transaction.
- - Failing to issue invoices on time.
- - Using forged or altered invoices.
- - Exceeding the approved invoice quota without applying for adjustment.
- - Incorrectly handling red-ink invoices or failing to issue them when required.
Violations may result in administrative fines, restriction of invoice quotas, downgrading of tax credit rating, and in serious cases, criminal liability. Under the revised Invoice Regulations, penalties have been strengthened for repeated offenses.
