China Work Permit (Z Visa) Application – Complete Guide
China operates a unified work permit system for foreign nationals, integrating the former "Foreigner's Employment Permit" and "Foreign Expert Work Permit" into a single Foreigner's Work Permit. All foreigners working in China are classified into three categories: A (high-level talents), B (professional talents), and C (other workers). This guide explains the classification criteria, required documents, common pitfalls, and family visa options.
Talent Classification – Category A, B, and C
The category determines your eligibility, processing speed, and document requirements. For detailed scoring and the points table, visit our dedicated page →
Category A – High-Level Talents
- Selected for national talent introduction plans
- Meet internationally recognized professional achievement standards
- Market-oriented encouraged positions
- Innovative and entrepreneurial talents
- Outstanding young talents
- Score above 85 points
Benefits: Fast-track processing, simplified documentation, and often no degree requirement.
Category B – Professional Talents
- Bachelor's degree or above plus at least 2 years of relevant work experience
- Outstanding graduates with a master's degree or above from Chinese universities
- Graduates with a master's degree from a top-100 global university
- Foreign language teaching personnel (native speaker with bachelor's degree and 2+ years teaching experience)
- Score 60 points or above
Note: Most foreign applicants fall into this category. The points table (link above) helps you self-assess.
Category C – Other Foreign Workers
- Workers who meet domestic labour market needs and engage in temporary, seasonal, non-technical, or service work
- Subject to strict quota management
Basic Eligibility – Employer and Applicant
Employer must:
- Be legally established with no serious violation record
- Hire for a position with special demand that cannot be filled by a domestic candidate
- Pay salary at or above the local minimum wage; obtain industry pre-approval if required
Applicant must:
- Be at least 18 years old and in good health
- Have no criminal record
- Have a confirmed employer in China
- Possess the necessary professional skills or knowledge for the job
- The intended job must serve China's economic and social development needs
The application must be based on the actual facts. From
15 September 2026, State Council Decree No. 841 makes truthfulness a legal obligation for every China visa and entry application. Providing false materials or making false statements when applying for a visa outside China or seeking entry at a port may result in a
one-to-five-year prohibition on entry. Entities and individuals that issue invitation letters or other supporting documents are responsible for their authenticity and must cooperate with verification. A work permit arranged through an entity that is not the actual employer — or a visa category inconsistent with the actual purpose of stay — is a fact pattern that engages these provisions. See the
Exit-Entry Compliance 2026 guide for the statutory basis, the employer checklist, and the penalty comparison under Decree No. 841 and the Exit and Entry Administration Law.
Key Documents for Work Permit (Z Visa) Application
For employment over 90 days:
- Foreigner's Work Permit application form
- Work qualification certificate / CV
- Highest degree (notarised and apostilled)
- Professional qualification certificate (if applicable)
- Non-criminal record certificate (valid within 6 months)
- Health examination certificate
- Employment contract or appointment letter
- Employer business documents
For employment 90 days or less: simplified process including invitation letter, contract, and no criminal record commitment.
Common Reasons for Work Permit Rejection
- Expired or incomplete documents: Non-criminal records older than 6 months, missing apostille, or incorrect translation.
- Mismatched job description: The position and the applicant's qualifications do not align; job title inconsistent with contract.
- Insufficient qualifications: Category B requires a verified bachelor's degree plus 2 years of experience; failing either leads to rejection.
- Criminal record: Any past conviction, even minor, may be a bar; disclosure and proper documentation are critical.
- Employer non-compliance: The hiring company has a poor compliance history, invalid business licence, or insufficient registered capital.
- Inconsistent personal information: Name, passport number, or birth date differs across documents.
Finerise pre-screens all documents and checks for consistency to minimise rejection risk.
Family Members – Dependent Visa (S1/S2)
Foreign employees holding a valid work permit and residence permit can bring their immediate family members to China.
- S1 Visa (long-term): For spouses, parents, and children under 18 who intend to stay longer than 180 days. The S1 can be converted into a residence permit allowing multiple entries and equal duration to the principal's permit.
- S2 Visa (short-term): For short visits up to 180 days; suitable for family members who need temporary stays.
Required documents typically include the marriage certificate, birth certificate (both notarised and apostilled), and an invitation letter from the principal. Read our full dependent visa guide →
