China Permanent Residence (Green Card) Application — Guide & Categories (2026)

China's Permanent Residence Permit — commonly referred to as the Chinese Green Card — grants a foreign national the right to live and work in China indefinitely, without the need to renew a residence permit or hold a separate work permit. Under the Exit and Entry Administration Law of the PRC and the Administrative Measures for the Examination and Approval of Permanent Residence of Foreigners in China, applications are assessed within four main categories. In recent years, regional facilitation measures — especially within the Guangdong‑Hong Kong‑Macao Greater Bay Area — have opened additional pathways. Finerise Consultants assists employers and individuals in determining eligibility, preparing the exhaustive documentation, and managing the entire application process before the National Immigration Administration (NIA).

➦ Categories of Permanent Residence Application

✔ 1. Employment-Based (任职类)
  • Core requirement: The applicant must hold a position in China that qualifies under the high‑level talent or urgently needed professional categories, and have worked continuously in China for a prescribed number of years (typically 4 years) with actual residence of not less than 6 months each year.
  • Income threshold: The applicant's annual salary and individual income tax payment must meet the standard set by the immigration authority for the region where the employer is located. This is a key quantifiable criterion.
  • Typical supporting documents: Valid work permit and residence permit, employer's business license, employment contract, personal income tax records for the qualifying years, proof of stable accommodation, and a health certificate.
✔ 2. Investment-Based (投资类)
  • Core requirement: The applicant has made a significant, stable direct investment in China for a continuous period, and the investment has been verified by an accredited agency.
  • Investment standard: The investment amount and the period of operation must meet the threshold specified by the state. The invested enterprise must be in good standing with tax, customs, and industry regulators.
  • Typical supporting documents: Business license, capital verification report, audited financial statements, tax payment certificates, and proof of the investment's beneficial impact.
✔ 3. Special Contribution-Based (特殊贡献类)
  • Core requirement: The applicant has made major contributions to China's economic, social, scientific, educational, cultural, or other public interests, or is a world‑class talent of a caliber that does not need to meet the routine income or investment criteria.
  • Evidence: Official letters of recognition, award certificates, and recommendation letters from relevant government departments or recognised institutions.
✔ 4. Family Reunion-Based (家庭团聚类)
  • Spouse of a Chinese citizen: The applicant has been married to a Chinese citizen for at least 5 years, has resided in China for at least 9 months each year for 5 consecutive years, and has stable accommodation and means of living.
  • Dependent child or parent: Minors under 18 who are dependents of a Chinese citizen or a permanent resident, or elderly parents over 60 who are dependents of a Chinese citizen and have no direct relatives abroad, may qualify.
  • Typical supporting documents: Marriage certificate, Chinese spouse's household registration and ID, proof of continuous residence, bank statements, and property lease or ownership certificate.

➦ Greater Bay Area Facilitation Measures

Guangdong Province and the nine Pearl River Delta cities have been authorised by the NIA to implement special facilitation measures, including:

  • Foreign‑Chinese doctoral graduates: Foreign nationals of Chinese origin who hold a doctoral degree and work in the Greater Bay Area may apply directly for permanent residence without meeting the standard employment‑based waiting period.
  • Recommended high‑level talents: High‑level foreign talents recommended by the Guangdong Provincial People's Government or by designated innovation platforms may also receive expedited approval.
  • Family members: Spouses and minor children of persons who obtain permanent residence through these facilitation measures may apply for permanent residence at the same time.

The exact scope and eligibility criteria evolve over time. Finerise maintains close contact with the local immigration authorities to provide up‑to‑date assessments.

➦ Application Process

  1. Eligibility Assessment: We perform a detailed analysis against both the national categories and any applicable regional facilitation measures to identify the optimal application route.
  2. Documentation Preparation: We compile and certify all required documents, including notarisation, Apostille/legalisation, and translation of foreign‑language documents, in accordance with NIA requirements.
  3. Submission: The application is submitted to the Exit‑Entry Administration of the Public Security Bureau in the city where the applicant resides, along with the prescribed fee.
  4. Review and Approval: The NIA reviews the application. The review period is statutorily 6 months, but can be longer in practice depending on complexity. We track the application and respond to any requests for further information.
  5. Issuance of Permanent Residence Permit: Upon approval, the applicant receives the permanent residence card, which is valid for 10 years (for adults) or 5 years (for minors), renewable.

➦ Benefits and Obligations

  • No work permit required: A permanent resident is exempt from the work permit system and can be employed without the employer needing to apply for a work permit or notification letter.
  • Unrestricted entry and exit: The permanent residence card replaces the need for a visa to enter China, within the card's validity period.
  • Access to social benefits: Permanent residents are entitled to participate in social insurance and, in many cities, to access public services on similar terms as Chinese citizens.
  • Ongoing obligations: Permanent residents must respect Chinese laws, maintain a certain level of physical presence (generally not absent from China for more than 1 year continuously, or the card may be revoked), and renew the card upon expiry.
