🔒 Prerequisites (Must All Be Met)

📖 Legal Basis: According to Article 6 of the Measures, applicants must meet all three basic conditions simultaneously.

Comply with Chinese laws (no illegal or criminal records in China) Good health (pass health check by designated Chinese health quarantine department) No criminal record (provide authenticated foreign criminal record certificate)

💼 Category 1: Investment

📖 Conditions (Article 6(1), 7):
Direct investment in China, stable for 3 consecutive years with good tax records.
Investment amount threshold (actual paid-in registered capital):
• Encouraged industries → ≥ USD 500,000
• Western regions / national poverty alleviation counties → ≥ USD 500,000
• Central regions → ≥ USD 1,000,000
• Other regions → ≥ USD 2,000,000

👔 Category 2: Employment

📖 Conditions (Article 6(2), 8):
Holds position of deputy general manager, deputy factory director or above, or associate professor, associate researcher or above (or equivalent).
• Continuous employment for 4 years, with cumulative residence in China at least 3 years within 4 years.
• Good tax records.
Employer must meet one of the following:
① Institution under State Council or provincial government; ② Key higher education institution; ③ Enterprise/institution executing national key projects; ④ High-tech enterprise / encouraged foreign-invested enterprise / advanced technology enterprise / export-oriented enterprise.

🏅 Category 3: Special Contribution

📖 Conditions (Article 6(3)):
Persons who have made major and outstanding contributions to China and are specially needed by the state.
• Usually requires a recommendation letter from relevant national authority.
• Provide relevant award certificates or achievement proofs.

📖 Conditions (Article 6(5)):
Spouse of a Chinese citizen or a foreigner with permanent residence status in China.
• Marriage has lasted for 5 years
• Has continuously resided in China for 5 years, with at least 9 months per year
• Stable living security and residence
