Guangzhou and Foshan have introduced a two-year pilot mutual recognition mechanism for foreign work permits, the first of its kind in the Greater Bay Area. Category A talents approved in one city on the basis of national talent recruitment programmes or internationally recognised professional achievement are not required to resubmit the recognition materials when applying in the other city. For any foreign professional already holding a work permit in either city, the highest degree certificate is always exempt on transfer; proof of work experience is exempt if the position and duties remain the same; and for intra-group transfers within 30 days, criminal record and medical reports are also exempt.
It is important to be precise about the scope. The measure does not create a single work permit valid for employment in both cities at the same time. A foreign professional who changes employer from a Guangzhou entity to a Foshan entity still needs a new work permit tied to the new employer. What changes is the documentary burden: the receiving city recognises the prior approval and exempts the applicant from re-submitting materials that have already been verified.
➦ Who Qualifies for the Exemptions
The exemptions apply at two levels. First, a Category A talent applying in the second city, where the original Category A recognition was based on “入选国内人才引进计划” or “符合国际公认的专业成就认定标准”, benefits from the “one approval, two cities” mechanism: the second city recognises the first city's approval and does not require resubmission of the recognition materials for Category A status.
Second, any foreign professional who already holds a work permit in Guangzhou or Foshan and applies for a new work permit in the other city is eligible for the transfer exemption list below. This is not limited to Category A; the exemptions apply regardless of category, subject to the specific conditions for each document. A first-time applicant with no prior work permit in either city does not benefit from the mutual recognition exemptions; the standard documentation requirements remain unchanged.
➦ The Exemption List, Item by Item
For a foreign professional transferring between Guangzhou and Foshan, the following exemptions apply. Each exemption has its own condition, and the conditions are cumulative where stated.
Highest degree / academic qualification certificate. Always exempt when transferring between Guangzhou and Foshan after holding a work permit in either city. No condition is attached to position or employer. Even if the job title changes, the degree certificate is not resubmitted; the receiving window verifies the prior permit record.
Proof of work experience. Exempt if the position and duties remain the same. If the job title or substantive duties change, the receiving city may require proof of work experience. “Same position” is assessed on substance, not only on the title; a promotion with materially different responsibilities may trigger the requirement.
Criminal record certificate. Exempt for intra-group transfers within multinational corporate headquarters or enterprise groups, where the new application is submitted within 30 days of cancellation of the prior permit. The 30-day clock runs from cancellation. This is narrower than the degree exemption and does not apply to all transfers.
Medical examination report. Exempt under the same intra-group, 30-day condition as the criminal record certificate. If the applicant is moving between unrelated employers, the medical report may still be required.
➦ Relationship to the Wider GBA Recognition Rule
Foshan already operates a broader mutual recognition policy for work permits obtained in other mainland GBA cities, which exempts the degree certificate and work experience proof (except where the position or occupation differs) and generally issues the new permit in the same category as the original. The Guangzhou–Foshan measure adds the Category A “one approval, two cities” mechanism and the intra-group 30-day criminal record and medical exemptions. Applicants should confirm with the receiving window which instrument is being applied, as the documentary practice may differ.
➦ Unified Salary Benchmark
One practical barrier to cross-city mobility has been the difference in average social wage statistics between Guangzhou and Foshan, which affects Category A and B eligibility where the salary multiple test applies. The measure resolves this by providing that both cities use the prior year's Guangdong province-wide average wage for urban employees, as published by the Guangdong Provincial Department of Human Resources and Social Security, when assessing salary-multiple conditions. A salary that qualifies at a given multiple in Guangzhou will be assessed on the same benchmark in Foshan, and the reverse. The receiving city does not apply its own municipal average wage to the transfer application.
➦ Age Limits and Graduate Exemptions
Although not strictly part of “mutual recognition”, the same measure adjusts the age and experience thresholds in ways that affect mobility. Category A applicants have no age limit for the work permit application. Category B applicants have an upper age limit aligned with China's statutory retirement age. Outstanding foreign graduates with a master's degree or higher from a recognised domestic or overseas university, who have a confirmed employer, may apply directly after graduation and are exempt from the two-year work experience requirement. Young foreign scientific and technological talents urgently needed for national, provincial or municipal research projects may also be exempt from the work experience requirement.
➦ How to Apply on Transfer
The application itself continues to go through the national Foreigner's Work Permit Service System and the receiving city's service window. The mutual recognition measure changes the document set, not the application channel. A practical sequence:
- Confirm the prior permit record. Keep a copy of the existing work permit and, if available, the approval decision. The receiving window will verify the prior record electronically, but having the documents ready avoids delays.
- Identify which exemption is being relied on. The degree certificate exemption is unconditional on transfer. The work experience exemption depends on the position remaining the same. The criminal record and medical exemptions are limited to intra-group transfers within 30 days of cancellation.
- Prepare the new employer's documents. The receiving employer's business licence, employment contract and position description are still required. The mutual recognition measure does not exempt the new employer's sponsorship documents.
- Submit through the system and note the basis. In the application, indicate that the applicant is transferring between Guangzhou and Foshan and is relying on the mutual recognition measure. If the system or window requires a specific field or attachment, follow the current local guidance.
- Attend the window for original verification if required. Work permit processing in Guangdong is largely online, but original documents may be verified at the window before the permit is issued. Confirm the receiving window's current practice before submission.
Practical caution: The measure is a two-year pilot. Local window practice on how the exemption is recorded in the system, and on what supporting evidence is accepted for “same position”, may evolve. Before submitting a transfer application, it is worth confirming the current documentary requirements with the receiving city's foreign talent service window, or with a local adviser who deals with both Guangzhou and Foshan windows.
➦ Frequently Asked Questions
Q: Does mutual recognition mean I can work in both Guangzhou and Foshan on one permit?
A: No. The measure does not create a single permit valid for employment in both cities simultaneously. It means that a Category A talent approved in one city is not required to resubmit the recognition materials when applying in the other city. A foreign professional transferring employment between Guangzhou and Foshan still needs a new work permit tied to the new employer, but benefits from the exemption list.
Q: Is the degree certificate exemption automatic, or do I need to apply for it?
A: The exemption applies when applying for a new work permit in the other city after having already obtained a work permit in Guangzhou or Foshan. The application should indicate that the applicant is relying on the mutual recognition measure. The processing window will verify the prior permit record. It is advisable to keep a copy of the previous work permit and to confirm the current documentary practice with the receiving window before submission.
Q: I am Category B. Do I get any benefit from this measure?
A: Yes. The exemption list for transferees is not limited to Category A. If you already hold a work permit in Guangzhou or Foshan and are transferring to the other city, you are exempt from resubmitting your highest degree certificate. If your position and job duties remain the same, you are also exempt from the proof of work experience. Category B applicants also benefit from the aligned age cap (statutory retirement age) and the unified salary benchmark.
Q: What happens if my job title changes when I move from Foshan to Guangzhou?
A: The exemption from proof of work experience applies only where the position and duties remain the same. If the job title or duties change, the receiving city may require proof of work experience. The degree certificate exemption still applies regardless of whether the position changes.
Q: How long is the measure valid?
A: The measures are valid for two years from the date of issuance (3 February 2026). They are pilot measures. Applicants should confirm with the receiving city's foreign talent service window whether the measure remains in force at the time of application.
➦ Extended Services: Cross-City Mobility and Document Lifecycle
For employers with staff moving between Guangzhou and Foshan, the mutual recognition measure simplifies the documentary burden but does not remove the need to manage the residence permit deadline. The work permit transfer must be completed first; the residence permit application must then be lodged within the 30-day window. Finerise Consultants manages the two permits as an integrated process, aligning the mutual recognition exemption with the residence permit timeline so that the policy benefit is used without creating an overstay risk.
